The colloquial, euphemistic phraseology HAVE A STUFF IN THE HEAD, replacing the blunt and unambiguous term STUPID, was based on the once quite common view that stupid people have water in their heads instead of brains. And hence the poetic folk hyperbole: if they are really stupid, they have so much water that fish could swim in it. And why sausages? Because they rhyme with: in the head.
